Diversions alarm – if the driver deviates from the approved route to travel during transit, the system will alarm;

Illegal opening of the seal – if someone tries to open or tamper with the seal, the system emulates an alarm;

Unauthorised stop – if the goods stay longer than normal in places provided for refueling or resting and dangerous areas the system will issue an alarm, as well if the transport stops in places where they should not stop;

Excess travel time alarm – if the goods exceed the estimated travel time, the system will alarm.
A: According to the service order 02/AT/415.2/2021 the sealing process covers only goods processed for the customs transit regime.
A: With the introduction of Electronic Sealing, the payment of guarantees through bank captives, monetary deposits or insurance policy will be eliminated, moving only to the payment of a sealing fee. The fees are defined according to the complexity of the sealing technology of each type of sealed goods. The sealing fees are set out in Decree No. 18/2020 of 16 April 2020 approving the electronic sealing fees.
A: The electronic sealing process comprises 6 distinct stages:
- Physical placing of devices on the goods to be sealed;
- Activation of the seal and route in the system and start of transit;
- Real time monitoring during the route to the exit point;
- Action by Customs Authorities in case of registration of illegal acts;
- Issuing of goods integrity reports;
- Deactivation and removal of the electronic seal at the exit point.
A: MECTS is responsible for placing electronic seals on cargo transported in transit within the national territory, jointly with the activation, monitoring during the route and deactivation of the seals at the point of exit (ports or borders). The Tax Authority, through the Customs mobile teams has the responsibility to intervene and apply the law in case of any illicit act that occurs between the moment of sealing and the moment of unsealing of the goods.
A: The SEERC comprises the placement of electronic devices on goods in transit, for real-time monitoring through the Centralised Monitoring Centre (CMC), which operates 24 hours, 7 days; and the intervention of Rapid Response Teams consisting of Customs Operational Brigades distributed along the transit corridors in approved locations.
